Ordinance Under Consideration

The Protecting Renters Ordinance (PRO) is a proposed overhaul of Chicago’s Residential Landlord and Tenant Ordinance (RLTO). The proposal would introduce just-cause eviction protections, relocation assistance requirements, a residential rental registry, a right-to-return framework for certain displaced tenants, a Tenant Bill of Rights, and expanded disclosure and enforcement provisions. Supporters view PRO as a tenant-stability measure, while critics argue compliance would increase administrative and financial burdens on housing providers. For apartment operators, the ordinance could materially alter displacement, eviction, compliance, and day-to-day operating requirements. If approved, most provisions would take effect on Jan. 1, 2027.
